Personal Care Industry
in Indonesia

The personal care market serves a wide range of needs, from everyday hygiene to skin care, hair care, and fragrance.

This page explains product categories, the market landscape, and competition to consider before defining a business direction.

01

Personal Care Product Categories

This proposal focuses on four product groups. Each has different consumer needs and purchase considerations.

Skin care
Products addressing skin care needs, such as facial cleansers, moisturizers, and serums. Consumers consider benefits, suitability, safety, and trust in the brand.
Body care
Body cleansing and care products, such as body wash and lotion. Function, comfort, fragrance, price, and availability influence product choice.
Hair care
Hair and scalp products, such as shampoo, conditioner, and styling products. User needs, results, and salon recommendations can influence purchases.
Fragrance
Products such as perfume and body fragrance. Scent preferences, longevity, price, packaging, and opportunities to try the product influence consumer decisions.

Implications for business planning

Market scale gives a reason to investigate opportunities further. A new company's opportunity must nevertheless be assessed for the categories, consumers, prices, and sales territories it intends to serve.

Scope and interpretation of market figures

Cosmetics, Personal Care, and Beauty & Care follow each source's classification. These indicators should not be added together or used to calculate market shares across sources.

The Ministry of Industry cites projected annual growth of around 4.33%–4.37%. This is a forecast, not growth already achieved. An earlier publication linked the 2025 market estimate to Statista projections. [1]

Compas recorded Rp88.4 trillion in tracked online FMCG sales in the first half of 2026. A 48.6% share implies approximately Rp43.0 trillion for Beauty & Care, calculated from those two figures. Coverage is limited to tracked online sales, not all channels. [2]

Industry Data History

Earlier figures remain available. Indicators are separated by units and coverage; revisions are stored as new records rather than deleting prior figures.

Sources are checked periodically. Review dates differ from the periods measured by published figures. Data without clear coverage is excluded from charts.

03

Competition Varies by Category

Companies compete for consumer trust, access to sales channels, and repeat purchases. Conditions need to be assessed by category.

Euromonitor's summary states that the two largest producers held around 43% of hair care market value in 2025. Its mass-market summary also describes numerous competing participants. These findings apply to their respective scopes, not to every personal care category. [4]

Products and trust
Clear benefits, consistent quality, user experience, and reliable information help consumers assess their options.
Pricing and sales access
Prices need to suit target consumers while allowing for distributor, retailer, platform, and promotional costs.
Supply and repeat purchases
Availability, accurate order fulfilment, service, and user satisfaction help retain customers.
Other factors in competitive analysis

Assessment also covers competitor capabilities, entry through contract manufacturing, dependence on material and packaging suppliers, distributor or platform bargaining power, and alternative products addressing similar needs. This framework supports research questions; it is not yet a quantitative assessment of industry attractiveness.

04

Characteristics of the Personal Care Industry

Demand includes both functional needs and personal preferences. Market conditions should therefore be assessed by category and consumer group.

Needs and preferences
Hygiene, care, comfort, and appearance provide different reasons for use. Suitability, fragrance, price, and user experience also influence choices.
Trust in products
Quality, safety, clear benefits, and product information inform consumer assessment. The post-purchase experience affects trust and future purchases.
Channel diversity
Stores, salons, distributors, retailers, and digital channels play different roles in product discovery and sales. Competition and trading costs need to be assessed for the relevant channel.

Industry conclusion

The personal care industry serves diverse markets. National figures provide context, while consumer needs and competitive conditions require closer examination within each category.

Changes in how consumers discover and buy products

Consumers may discover products through stores, recommendations, videos, creators, or live sessions, then seek information before buying. The place of discovery is not always the place of purchase.

Market segments also differ in expectations of benefits, experience, packaging, and service. Mass and premium categories need to follow the definitions of the source used.
